Residents are at the end of their tether in Kensington Walk, Corby, because litter is not being cleared up by borough council contractors.
They say people are coming out of the local shop and throwing cigarette ends and sweet wrappers on the pavem
ent.
Gary Cooper, 60, of Kensington Walk, Corby, said: "It's starting to look just like a pigsty. In fact, a pigsty is probably cleaner.
"Having lived in my house in Kensington Walk for more than 20 years, I am appalled by the steady increase in the amount of litter lying around.
"At one time, myself and another local man used to pick up the litter but I refuse to do it now. Why should we have to live in this kind of filth? There has been rubbish lying on the street for more than a week now and it's right outside my gate.
"The council contractors Kier don't do what their contract says."
Mr Cooper is calling on Corby Council to get tough on litterbugs and give them on-the-spot fines.
And he and other residents want more litter bins installed on the estate.
A council spokesman said: "We have a team of environmental and neighbourhood wardens who monitor the streets for litter and can issue on-the-spot fines of £80 to people who drop litter.
"If residents are aware of any litter hotspots, we would urge them to contact the council on 01536 464000 ."
