Images released to the Evening Telegraph show how the Hazelwood Youth Facility in the town could look if the scheme goes ahead.
Public and private partners are in talks about project, which is planned for West Glebe Park. The dual-purpose building is expected to cost millions to build and town leaders have already applied to the Government's Myplace scheme for a £5m grant.
Kerry Wilson, 16, of the Lloyds estate, regularly goes to West Glebe Park with her friends. She said: "It looks brilliant. Loads of people already hang about there because of the skate park there so it's in a great place.
"It's close to the town centre and I think most people will find it easy to get to. I just hope it goes ahead before I'm too old to use it."
The centre would be built on the site of the bulldozed Hazelwood House residential care home, off Forest Gate Road. The centre will replace services at the dilapidated Connaughty Centre and the former territorial army building in nearby Elizabeth Street – a site earmarked for a multi-storey car park during the next phase of the town centre redevelopment.

Myplace funding is being distributed by the Big Lottery Fund as part of a Government initiative to deliver £190m in youth services across the country over the next three years.
The new centre would feature a multi-use activity hall, dance studio, workshop, youth cafe and a computer room.
Corby councillor for the Central Ward Jimmy Noble said: "It is great news the Myplace bid has now been submitted and we are very excited to be supporting it. Hopefully we will be successful and the young people in Corby will be able to benefit from a new world-class facility."
